The evaluation covers WFP's EMOP 200765 operation "Emergency Assistance to Civilians affected by the conflict in Eastern Ukraine". It was intended for both accountability and learning and focuses on assessing:

  1. the appropriateness and coherence of the operation;
  2. its results; and
  3. the factors explaining the results.

The evaluation assessed the following activities: food assistance to IDPs and conflict-affected people through distributions of food rations and cash-based transfers. The evaluation, which makes a number of recommendations for the future, was managed and conducted by a consultancy firm, with fieldwork taking place in January-February 2016.
