The objective of the report is to evaluate how the partnership between DG ECHO and UNRWA, with its related duties and responsibilities, contributes to the objectives of both parties. For DG ECHO and UNRWA, this means judging whether it helps to 1) alleviate the suffering of the Palestine refugees affected by the ongoing crisis or living in especially appalling situations; 2) ensure that the resources that UNRWA received from the European Commission via DG ECHO under the Financial and Administrative Framework Agreement (FAFA) are used in the best and most accountable manner.
