This independent evaluation of the BetterAid and Open Forum Programmes was commissioned in early 2012 by Sida’s Civil Society Unit, Department for Global Development, on behalf of a Donor Coordination Group.

The key questions posed for the evaluation were:

1. How relevant were the BetterAid and Open Forum programmes?

2. Were the programmes well designed?

3. How economically were programme resources used?

4. To what extent have the programmes achieved their intended outputs and out-
comes?

5. Are there early signs that the programmes will achieve their intended impacts?

6. Are results and associate enhanced capacities likely to be sustained?

7. Were consultation and co-ordination processes transparent, democratic, inclusive and representative?

8. Was learning facilitated?

9. What are lessons learned?
