This evaluation of Country-Based Pooled Funds (CBPF) has two main purposes: to improve accountability and learning, and to examine the results of the humanitarian action supported by CBPFs between 2015 and 2018, with the purpose of drawing lessons on what has worked well. It also identifies challenges to their effective functioning and provides recommendations on how to continue to strengthen CBPFs as a funding mechanism in support of timely, coordinated and principled humanitarian response for affected people. The evaluation will contribute to greater transparency and accountability for key stakeholders.
