Though the report mentions that the synthesis report centers on the response to the Horn of Africa drought crisis, the object of the evaluation remains poorly described. We understand that 3 countries were supported to different degrees depending on the government's capacities in delivering humanitarian aid to the drought affected populations. But the report gives no detail.

Overall this information illuminate the findings, and some information were particularly pertinent, i.e., the number of people in need in each country, as well as the ability and involvement of the national governments to give aid, etc
