Review of the Stand-by Roster Partnership Program

This is the first external review of the SBPP to assess the SBPP’s impact and whether it is effective at providing the right staff, in the right place at the right time in an efficient way. Ethiopia, Haiti, Kenya, Pakistan and South Sudan are case studies. Data was collected on timing and performance from 8 participating partners, 3 UN agencies (UNHCR, UNICEF and WFP) and OCHA. Thirty three semi-structured interviews were carried out with UN and partner staff.
