MULTIPURPOSE CASH ASSISTANCE IN UKRAINE

A research study has been conducted by London School of Economics to identify drivers to support social protection systems in Ukraine, as well as observing hindering factors that might need to be alleviated to create a more effective response.

The research examined:

“How to improve the sustainability of emergency Cash and Voucher Assistance implemented by DEC members in Ukraine by linking their programmes with pre-existing Social Protection systems to ensure humanitarian assistance promotes shock responsiveness?”

In order to reach a better understanding of factors contributing to sustainability and integration to the national protection systems, the research investigated: 

• Social Protection systems in Ukraine (and how they are affected by the conflict).
• The way DEC Member Agencies MPCA implement programmes in Ukraine.
• With whom and how do DEC Member Agencies work to implement MPCA programmes? Identifying how they work with their local partners, with national, regional, local authorities, with other humanitarian stakeholders (UN agencies, Cash Working Groups, CCD network, other initiatives).
• What are the constraints in linking humanitarian assistance with protection systems in Ukraine? How could these hindering factors be alleviated?
