HI conducted an external evaluation of its shelter project named “Improve the living conditions for most vulnerable populations affected by the earthquake” conducted in response to Haiti 2010 earthquake. This project has been a major project for HI Humanitarian Action Division, aiming to provide transitional shelter solutions for more than 1,000 vulnerable households in the communes of Petit Goâve and Grand Goâve, Western Department.

The evaluation, funded by Handicap International and conducted by ETC, aimed to provide Handicap International with an overall view of the mid-long term effects implied by the project implementation for the target population. More specifically, it focused on the 2 following objectives:

  • To evaluate the shelters settled during the project implementation, in terms of technical performance, current use of the shelter and ownership of the design by the beneficiaries and potential upgrades or deteriorations  
  • To assess the shelter intervention contribution to the socioeconomic and livelihood opportunities for targeted families From the findings of the evaluation, ETC provides useful programmatic and technical recommendations for future similar responses.
