This report is the final evaluation of the Food and Agriculture Organization of the United Nation’s (FAO’s) Global Programme for “Supporting Implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests” (PGM/MUL/2012-2016/VG), also referred to as the VGGT Programme. The VGGT1 provide countries with a framework for best practices in tenure-related policies, laws, regulations, strategies and practices. The VGGT were endorsed in May 2012 during the 38th (special) session of the Committee on Food Security, following a large-scale consultation process. 2 This evaluation was conducted between October 2016 and July 2017. For the collection of primary data, the evaluation focused on the following VGGT countries, selected in consultation with the programme management team: Mongolia, Myanmar, Senegal, Sierra Leone and Uganda. One-week missions were conducted in each country.
