For over a decade, the UNHCR, with the support of the Government of Afghanistan and the international community, has been running a shelter assistance programme targeting refugees and internally displaced persons in Afghanistan. The Shelter Assistance Programme (SAP) has been the cornerstone of UNHCR's assistance to voluntary returnees in Afghanistan since 2002. The present evaluation assess whether the programme has effectively contributed to the reintegration of displaced population, and whether it has adequately targeted the most vulnerable within the displaced populations. It evaluates the programme's design, effectiveness, relevance and sustainability in the broader context of humanitarian assistance in Afghanistan.
