GIGnos Consulting carried out an evaluation of OCHA’s Emergency
Telecommunications Project (at the request of OCHA) between December 2002 and
January 2003. The evaluation had the main objective of identifying issues that justify
either the continuation or the discontinuation of the Project, as it now exists within
ESB/OCHA; and to make recommendations accordingly.
