GOAL, ACF and LVIA operate a WASH programme in rural vulnerable communities of SNNP and Oromiya Region, Ethiopia. Rebecca Scott and Amaka Godfrey of WEDC, Loughborough University conducted an external evaluation of the programme assessing the project using DAC criteria. Findings: The relevance of the project to the current operating environment and perceived needs is STRONG. Implementing the interventions is VARIABLE, some aspects are STRONG (particularly in water supply), while others have areas of CONCERN (durability of sanitation facilities in particular). Programme efficiency, outputs and achievements are VARIABLE, but mostly STRONG. Attention is required on elements of increasing capacity. Sustainability of project outcomes are VARIABLE: For manual water schemes and hygiene elements they are STRONG, while in relation to (some) mechanised water schemes and sanitation facilities (for households and schools) there are WEAKNESSES.
