This report is an evaluation of CAFOD's Humanitarian Capacity Development (HCD) programme. The overall aim of the HCD Programme is that participating partner organisations become able to plan and deliver emergency responses to disasters with minimal external support so as to save lives and reduce suffering. The programme has over the past two years provided ongoing support to a total of 15 local organisations operating in 8 countries: DRC, Niger, Kenya, Zimbabwe, Malawi, Mozambique, Cambodia and Myanmar. The partners include national and diocesan Caritas as well as secular organisations/NGOs some of which have had emergency experiences, others with limited or no experiences.
