With the aim of becoming the roadmap of public policy that proposes an articulated inter-institutional management, through the programs and projects in force in the institutions involved in the Early Childhood care, and those generated in the future, in 2011 The National Plan for Early Childhood Integral Development 2011-2020 is launched.

Nine years after its implementation and one after its completion, the government authorities wish to evaluate the plan in order to relieve lessons learned and recommendations that allow the delineation of a new plan that can become an improved version of the previous one. In this regard, they have requested support from UNICEF in the evaluation of Plan processes.

The evaluation was carried out by UNICEF CO at the request of the Ministry of Children and Adolescents (MINNA) and an Advisory Committee was formed, led by MINNA, to mainly review the products and provide feedback. UNICEF funded and managed the evaluation.
