In May 2004, the DAC agreed to pilot an assessment framework based on donor commitments
under the Good Humanitarian Donorship (GHD) Initiative as the basis for peer review of humanitarian components of donor aid programs in Australia and Norway1. Subsequently, in January 2005, the Committee agreed to continue to apply the framework until further notice but also noted that “the framework could be further improved in light of further experience and discussed in DAC Peer Review methodology sessions”2. This paper recommends improvements based on the application of the humanitarian assessment framework in sixteen peer reviews.
