This meta-analysis reviewed CARE International’s evaluations of emergency response over a 5-year period and investigates how well CARE internalises recommendations and lessons learned from the evaluations. It found that there was a need for an established and clear decision-making process during emergencies and for appropriately trained staff in an emergency, including staff familiar with CARE and with the appropriate skills for a given emergency. The study also found that lengthy evaluation reports made it very difficult for lessons to be taken on board.
