CIDA commissioned this Desk Review to assess how 2006 CAs have improved since 2000, and areas where further strengthening is needed. The Desk Review compared seven CAs from
2006 with six from 2000, with a focus on the following questions raised during donor meetings.
?? Does the Common Humanitarian Action Plan (CHAP)2 provide: a clear assessment of the
needs, capacities and vulnerabilities of the affected population; a clear statement of goals
and objectives; prioritised response plans; a framework for monitoring the strategy?
?? Is there a clear link between strategic priorities identified in the CHAP, sector response
plans and projects included in the CA?
?? Do sectoral strategies report on results from previous year CAs?
?? Is the needs assessment evidence-based?
?? Are lessons learned from previous years included?
?? Do the CAs utilise a standardised format that allows comparison of data across countries?
?? Is a gender analysis integrated throughout the CAs?
