Local and national actors: share your experience of connecting humanitarian programming with development or peace programming in your context.

ALNAP is inviting local and national actors (NGOs, CSOs, networks, and others) to share perspectives and experiences of connecting humanitarian programming with development or peace/conflict programming - a combination that is sometimes called 'the humanitarian-development-peace (HDP) nexus'.

This survey is part of work carried out by the Inter-Agency Standing Committee (IASC) Task Force 4 on Humanitarian-Development Collaboration to update its mapping of good ways of linking humanitarian programming with peace or development initiatives. The aim of the mapping is to provide a global picture of:

  • where and how humanitarian-development-peace (HDP) approaches are being implemented;
  • what success looks like/what is being achieved; and
  • examples of success and lessons learnt.

This survey is for local and national actors. (A separate survey to gather evidence about country-level coordinated efforts is being conducted through UN Humanitarian Country Teams (HCT) and relevant partners.) We would like to hear how you work on the HDP nexus, by which we mean programmes that focus on both short and longer-term needs, creating an intersection between humanitarian, development, and peace/conflict programming. We'd like to understand more about how local actors think about and work on these challenges.

ALNAP research (to be published later in 2023) has found that that the efforts of local and national actors are considerably under-represented in the HDP nexus evidence base. This is despite the fact that these actors might have a stronger background in using holistic approaches across the HDP divide. Information from this survey will be used in the IASC mapping, and for ALNAP learning products highlighting examples of locally-led humanitarian action.

We are particularly seeking responses from local or national organisations working in the following countries: Afghanistan, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Colombia, DR Congo, El Salvador, Ethiopia, Haiti, Iraq, Jordan, Lebanon, Libya, Mali, Mozambique, Myanmar, Niger, Pakistan, Philippines, Somalia, Sudan, South Sudan, Ukraine, Uganda, Vanuatu, Venezuela, Yemen.
