World Humanitarian Summit: Draft Briefing Paper - Humanitarian Effectiveness

This scoping paper provides a general framework to stimulate discussions in preparation for the World Humanitarian Summit (WHS) Regional Consultation for South East and North Asia to be held in Japan in July 2014. Examining what humanitarian effectiveness constitutes for different actors, and in different contexts, the Consultation will provide perspectives and recommendations to inform other regional consultations in the lead up to the May 2016 World Humanitarian Summit in Istanbul.
