In an effort to maximise effectiveness, increase accountability and minimise risk in its country strategy for Afghanistan, WFP commissioned Samuel Hall to review its approach to partnership, and examine the options for increasing implementation in cooperation with non-governmental actors with technical and operational capacity. In order to identify potential I/NGO and NGO partners and gain a better understanding of an appropriate model for partnership in the short-medium term, this paper’s objective is to undertake a 3Ws mapping of NGOs implementing in Afghanistan, and propose a strategy for working with identified partners. The present study is based on a series of face-to-face interviews with 53 governmental and non- governmental actors between May and July 2012, in the cities of Kabul, Mazar-e-Sharif, and Jalalabad.
