Workshop: Monitoring changing vulnerabilities

Mathew Varghese (UNICEF) introduced the workshop by talking of the need for the response to be based on the needs of the affected population. This in turn means that the needs assessment must be good. However, needs can change during a compounding crisis, so the challenge is how to monitor these changes to influence or change the response.
