Plan International has been delivering a temporary shelter and sanitation project in the key district of Dolakha in Nepal with funding from the Department for International Development (DFID). Dolakha was the epicentre of the second earthquake to hit Nepal within weeks, in May 2015. Plan UK has also been developing its value for money policy and tools and took the opportunity to commission an assessment of the value for money delivered in the DFID temporary shelter and sanitation project in Nepal. Plan UK uses the 4E (Economy, Efficiency, Effectiveness and Equity) approach to value for money and has adopted the definitions of these four terms as set out by ICAI and DFID.

This assessment has taken a case study approach, using both contribution analysis and process tracing methodology, including participatory rapid assessment exercises with beneficiary groups in Dolakha. The project was assessed from the perspective of the 4Es and Plan UK’s approach to Value for Money was reviewed in the light of this project. Plan UK and Plan Nepal defined the project as an integrated, conditional voucher transfer project.
