The way to San José: A Review of the Implementation of UNHCR's urban refugee policy in Costa Rica

In September 2009, UNHCR issued a new Policy on Refugee Protection and
Solutions in Urban Areas (hereafter the Urban Policy). Three months later, the High
Commissioner made a commitment to undertake real-time evaluations of the
implementation of the new policy in a number of pilot sites, including San José,
Costa Rica.
