The use of Cash and Vouchers in Humanitarian crises: DG ECHO funding guidelines

This document is a guideline for aiding in the process of implementing a cash and voucher scheme. 

The decision tree included in this document aims to support the process of response analysis. A thorough situation analysis, including a preliminary market analysis, and needs assessment, are necessary preconditions for using this tool. The questions in the decision tree are intended to promote the use of a consistent logic when identifying the most appropriate transfer modality, i.e. in kind, cash or vouchers, or a combination thereof.
