On June 13th , 2001, a new procedure called ‘Primary Emergency’ entered into force and had its first implementation on 23rd of June, following an earthquake in Peru. A more detailed description of the procedure and how it fits with ECHO’s other instruments is provided in this briefing paper.

Given the importance of an emergency response capability, VOICE undertook an initial enquiry into the management and implementation of the new procedure at the time of its first usage in Peru, surveying the five organisations directly involved.
