The study looks at how changes in the humanitarian landscape might affect security risk management and operational security for INGOs.

The ALNAP Secretariat drew on this paper as references for background on how humanitarian action is performing and key obstacles faced by the international system. It was used in the Briefing Papers for the Global Forum on Improving Humanitarian Action, taking place in New York on 4/5 June 2015.

The Briefing Papers are intended to provide a general background to the key obstacles that inhibit good, effective humanitarian action, and the recommendations that have been put forward around the WHS process to address these obstacles.
