Terms Of Reference: Mozambique PRRO 200355 "Assistance to Vulnerable Groups and Disaster Affected Populations": An Operation Evaluation

The evaluation covers the operation Mozambique PRRO 200355 "Assistance to Vulnerable Groups and Disaster Affected Populations". It was intended for both accountability and learning and focuses on assessing: i) the appropriateness and coherence of the operation; ii) its results; and iii) the factors explaining the results. The evaluation assessed the following activities: general food distribution; assistance to relief beneficiaries, vulnerable refugees and newly arrived asylum seekers; food for assets assistance; capacity development in emergency preparedness. The evaluation, which makes a number of recommendations for the future, was managed and conducted by a consultancy firm, with fieldwork taking place in May 2014.
