Terms Of Reference: Iran PRRO 200310 - Food Assistance and education incentive for Afghan and Iraqi Refugees (2013-2015): A mid-term Operation Evaluation

The mid-term evaluation covers the Iran PRRO 200310 operation “Food Assistance and education incentive for Afghan and Iraqi Refugees (2013-2015)”. It was intended for both accountability and learning and focuses on assessing: i) the appropriateness and coherence of the operation; ii) its results; and iii) the factors explaining the results. The evaluation assessed the following activities: general food distribution; support to vulnerable households and communities to improve food security; school meals; and Food For Training. The evaluation, which makes a number of recommendations for the future, was managed and conducted by a consultancy firm, with fieldwork taking place in October 2014.
