A formulation is developed for lifeline restoration processes in the post-earthquake period. It is based on a discrete state, discrete time Markov process. It is noted that the optimal reconstruction policy can be obtained according to the criterion of maximizing the expected economic return from the functioning of the lifeline system. The methodology can be applied to general lifeline systems to estimate the time required for various capacity restorations.
