Tearfund launched an appeal in February 2013 in response to the escalating situation in Syria. This was followed by a DEC appeal being launched in March 2013. A two year appeal strategy was developed to deliver humanitarian assistance through locally based partners in both Lebanon, Jordan and with some response in Syria. In developing and coordinating its response to date, Tearfund has also coordinated its efforts along with other Integral Alliance members.

In August 2013, a real time review was commissioned and undertaken. The aim of the assignment was to assess the outworking of Tearfund’s strategy of response to the Syria Crisis so far, and to determine whether the strategy remains appropriate to the emergency context in order to inform the next phase of funding.

The key questions for the learning review were:

  • Has the response been relevant to the humanitarian needs of the refugees and IDPs?
  • Has the evolving nature of the crisis changed the humanitarian needs, or is it predicted to change those needs?
  • Does the organisation's response need to change to meet the future humanitarian needs?
