This synthesis report was commissioned by ECHO to consider the findings of three ECHO
evaluations in Sudan, Angola, and Afghanistan. The theme of the synthesis was the findings by the evaluation teams on ECHO policy of providing assistance according to need rather than according to a preconceived categorysuch as refugee, internally displaced, or returnee.
