The objective of the report is to evaluate The Southern Africa Food Emergency Response (SAFER) in Zambia, Zimbabwe and Lesotho. To review the early warning and preparedness systems and the current monitoring systems; review of current country strategies with emphasis on original programme assumptions; examine the strategy for exit/transition and the link with longer-term development; review the targeting criteria; examine how the strategies link in withother actors; review if the ADPs reduced vulnerability and risk and if the risks are fully understood by WV.
