This paper reflects on key issues in the debate on impact evaluation, including the definition of the term itself, the roles of counterfactuals and control groups, and the focus on contribution versus attribution (arguing that attribution does not have to mean sole attribution). It suggests that quantitative approaches, including randomised controlled trials, are often the best available methods, having the added advantage of allowing analysis of cost effectiveness.
