Objectives: to assess how UNHCR has exercised its mandate for durable solutions, to examine the catalytic role it has played in engaging other players, and to ascertain what if any progress has been made in improving the quality of life for the refugees concerned. The review focuses specifically on the situation of Serb refugees from Croatia living in Serbia, as well as former refugees who have returned to Croatia.
