The concept of the establishment of a field-based Learning Office (LO) was first raised in
June 1999 with specific relation to the Kosovo crisis. This idea generated much discussion within ALNAP during the time leading up to the October 1999 ALNAP Full Members meeting. Insufficient consensus was reached on taking the matter forward at the field level and the main points being raised were:
∗ This innovation was one that would capitalise on ALNAP’s system-wide membership.
∗ The added value of this initiative would be difficult to demonstrate.
∗ There was a possible duplication of field-based functions with other organisations.
∗ There were possible implications and impact upon ALNAP.
