Real-time Evaluation, draft concept paper

The present paper prepared by UNICEF, OCHA and WFP reviews Real Time Evaluation experiences both at the inter-agency level and within individual UN agencies. It seeks to explore areas of contrast and convergence among agencies and reach agreement on basic principles, which will allow taking the RTE concept forward as part of an enhanced monitoring and evaluation system that contributes to an improvement of overall humanitarian preparedness and response. The paper is meant to serve a discussion within ALNAP and prepare the ground for an initiative from the IASC-WG to strengthen M&E in humanitarian action in general and to further promote and develop joint RTE in particular.
