The overall objective of this evaluation is to conduct an external and independent assessment of the programme implementation and of the extent to which it has reached its specific objectives, as stated in the programme document and the logical framework.

The evaluation aims to assess the programme progress and analyse to which extent this programme has contributed to rebuilding Rwandan communities traumatised by conflicts and has actively promoted reconciliation and peaceful coexistence.
