Peace in Guatemala: settling for what seems possible or aiming for what is desirable

Given the relevance that variables such as human rights and militarism have had in the past with regard to characterising the situation in Guatemala, we should pause to consider whether decentralization and local government actually define peace in this state. My answer is perhaps not, but they point to long-term potential and thus help to clarify the debate between minimalists and maximalists.
