Pathway of Governance and Aid Effectiveness: The Case of Rwanda and Burundi

This paper grapples with a basic question: if the aid programs in Rwanda were designed to build formal democratic institutions while the ones in Burundi focused more on fostering informal democratic norms, which approach was been most effective? The answer, at least in this case, is that building norms was the most effective approach.
