The purpose of this impact evaluation is to quantify the causal impact of the Partnership for the Development of the Eastern Democratic Republic of the Congo (P-DEC) project on building the foundations for lasting peace in the region.

These findings will be used by USAID and P-DEC implementers to identify the extent to which P-DEC interventions led to improved resilience among beneficiaries to inform future programming. PDEC expects to build the foundations for lasting peace in the region by achieving three interrelated intermediate outcomes or result areas, namely: communities are more resilient to conflicts and crises; institutions are more accountable, trusted, and citizen responsive; and inclusive and diversified economic growth improves stability.

Specifically, this evaluation will answer the following questions:

What is the impact of the P-DEC Project on:

a) Household resilience capacity (primary indicator)

b) Social cohesion

c) Livelihood diversification

d) Local government responsiveness

e) Individual perceptions of the use of violence
