Violence broke out in Juba on 15 December 2013 and quickly spread to other locations in South Sudan. Since
then, the humanitarian consequences of the crisis have grown exponentially and put the lives of millions of
citizens at risk. Almost a million people have been displaced by the violence to date. Humanitarian organizations
have mounted a relief programme focused on the most immediate life-threatening needs of civilians worst
affected by the crisis, putting on hold the three pronged humanitarian strategy for 2014. The Crisis Response
Plan for South Sudan seeking US$ 1.27 million. Access, poor infrastructure and insecurity are impediments to
humanitarian efforts. To ensure an effective response, an operational peer review (OPR) is conducted, usually
within 90 days of the declaration of IASC system-wide Level 3 (L3) emergency response. The following Terms of
