Nabaa is a poor residential area of Bourj Hammoud strategically located near
the eastern gate of the centre of Beirut at an important cluster of principal roads
connecting it to major hubs and regions. The neighbourhood’s location, its attractive
cheap local market, and the various production and technical skills of the community
are assets to be capitalised on in strengthening the local economy and in improving
its means of urban and social living.
As noted in the Neighbourhood Profile (UN-Habitat, 2016), Nabaa has transformed
in recent years from a host community neighbourhood into a majority refugee one.

This multi-sectoral assessment indicates that the over-densification of this low-
income urban neighbourhood has sharply reduced quality of life, social stability,

livelihood opportunities and basic urban services provision.
Improving gender equality, enhancing environmental safety for children and
empowering youth can help foster a stabilised community. Addressing building
conditions and basic urban services management, guided by identified gaps and
challenges, has the potential to reinforce social stability by improving livelihood
opportunities, the neighbourhood’s accessibility, a more secure environment and
better quality of life.
