At the regional level, in member states of the Permanent Interstate Committee for Drought Control in the Sahel (CILSS), pesticides continue to accumulate. The project aims to meet the challenge of eliminating existing obsolete pesticides, including POPs and related wastes, and to build capacity for the sound management of pesticides to prevent future build-up in nine CILSS countries. The aim of the evaluation was to measure the progress of the project at mid-term, in terms of results achieved with regard to the objectives set and the effectiveness of its implementation.

The withdrawal of PEPPO-Mali (Project for the Elimination and Prevention of Obsolete Pesticides) from the project slowed the implementation of activities. The institutional anchoring desired by the steering committee and considered during the design of the project remains inapplicable. This situation, to which FAO contributes, does not encourage the mobilization of stakeholders.

The evaluation concludes that proceeding with the institutional anchoring of the Project Coordination Unit at the Institut du Sahel is necessary to achieve its objectives.
