If the international system's response to the Great Lakes tragedy in 1994 reflected a policy vacuum, the response in the Balkans reflected quite the opposite - the extensive involvement of a number of world powers in the military, political and humanitarian spheres. The political capital invested in the Balkans by these powers led to an enormously well-resourced response driven along with great determination.
