KATYE Neighbourhood Improvement Program Final Evaluation

The KATYE Program was a 17 month effort whose goal was to meet the basic humanitarian needs of earthquake affected, displaced households by providing safe, habitable neighborhoods and creating the conditions for the upgrading of essential services.

The final evaluation of KATYE was conducted in April 2012 by Earl Kessler, an independent evaluator. It is based on (1) on-site inspections, (2) interviews with key stakeholders, and (3) document review. On-site inspections consisted of three full-day visits to Ravine Pintade. The evaluator consulted with fifteen affected families to determine what had been provided and what could be done better. Interviews were held with KATYE program staff and partners to understand the issues and achievements of the program design and methods of implementation. The evaluation consulted the ample project documentation, reports and assessments to compare proposed plans of actions and their results with actual plans and results achieved. The evidence-based programming provided additional sources of data and insights into what was demonstrated in the KATYE Program.
