This Focus on Operationality Briefing Paper surveys interactions between aid and conflict in Iraq and summarizes the “Do No Harm” framework. It draws upon analysis and discussions that emerged during two Do No Harm trainings: the first in Baghdad in 2004, and the second in Amman in December, 2007 as part of the Focus on Operationality project. Participants in the latest training included some of the most experienced field staff in Iraq, as well as international and Iraqi remote managers in Amman.
