This handbook is primarily intended for use by UN evaluators and is particularly useful for evaluation of interventions not specifically focused on either human rights or gender equality. It can also be helpful to those planning new interventions and seeking to promote the inclusion of human rights and gender equality in the design of the interventions and their monitoring and evaluation systems.
