Objectives: This report covers the effects of the cluster approach on the humanitarian response in the occupied Palestinian territory (oPt) following the emergency of the Gaza
incursion “Cast Lead” in December 2008/January 2009. The effects of the cluster approach’s introduction are compared to and embedded in an analysis of earlier and other existing forms of coordination and preparedness in the oPt.
