The 2016 Iraq Humanitarian Response Plan (HRP) has been developed to target populations in critical need throughout Iraq but does not cover the refugee response in Iraq. It is led by the UN refugee agency, UNHCR, and covered in the 2016-2017 Regional Refugee and Resilience Plan (3RP). In an effort to present a comprehensive overview of the humanitarian situation in Iraq, refugee needs and representative response actions are referenced in relevant sections of the HRP.
