Humanitarian Response Index 2007: Measuring Commitment to Best Practice

The HRI is intended to help identify and understand donors’ strengths and weaknesses in the
area of humanitarian action in order, ultimately, to improve the quality of humanitarian action and alleviate human suffering in crisis situations.This study hopes to raise awareness about the increasingly important role that good humanitarian donorship can play in setting
standards in this area, both within and beyond its current core constituencies.
